Notes from January 14th 2009 Meeting Capt. McPadden from the Lowell Police Department There will no longer be attendance from sector captains at neighborhood meetings due to budget cuts. Capt. McPadden will be in attendance. Capt. McPadden reviewed neighborhood crime stats from the last month: 12/12/08 – 1/13/09 1 Robbery 2 Car Breaks 1 Motor Vehicle Theft 1 Vandalism Questions for Capt. McPadden: How many calls were reported during that time frame? A: will try to find out for next meeting. How many calls/incidents happen at night vs. during the day? A: will try to find out for next meeting. What can we do about daytime public drinking? A: drinking in public is an arrest able offence. Call the police department immediately. James Errickson, City of Lowell DPD Last Hamilton Canal Vision Session will be next Thursday January 22nd at the Lowell Senior Center from 6-9 PM. The overhead bridge on Jackson Street will be wrapped in netting to stop debris from falling onto Jackson Street. The bridge will be repaired during the first phase of the Hamilton Canal District construction. Question: When will we see some activity at the retail locations at the Early Garage? A: Expected start of the restaurant in 30 – 45 days. Also a dentist has been improved by the city council. Construction is expected to begin in the spring. Steve Cosmos, Cosmos Associates regarding the park project beside the Early Garage What would the neighborhood like to see in the space? How could it identify the neighborhood? How can it serve as a gateway? How can it be distinctive? The existing wall is an asset to the design; it needs to be stabilized. JAMbra comments… No hiding spaces, needs to be open. Should have flowers, be inviting Lighting is important It will primarily serve as a walkway between Middlesex Street and Jackson Street. A place for kids, dog friendly Perhaps Lowell Unleashed could be a design resource Concerned of area being taken over by sketeboarders Passive use- eating, reading Place for social gatherings, meetings, etc… Place for gathering Open enough to throw a ball Permanent public art piece that is respectful of the past but representative of the future. Transitional neighborhood, perhaps the park could evolve as a place with no benches to start. Concern with public loitering and drinking. Plantings need to be sustainable Festive or event area Perhaps a base layer of the park can be created, and pieces could be added over time. Tie design to historical context, elements could reflect density of the past. From this list, we will ask the LTLC Board to come to our next meeting and become part of the discussion. What we cannot accept as a neighborhood from the LTLC... (we are defining LTLC clients as any person or persons who visit or receive any housing, meals, or social services from the center) Loitering in front of, beside the LTLC or in the neighborhood by LTLC clients Public consideration yelling/profanities littering (including cigarette butts) public displays of affection pandering public drinking/drug use Public urination/defecation What we would like from the LTLC... · Code of Conduct · Security/lighting/employee outdoor patrols and monitoring · Clear communication through an Advisory Board · Become an active member of JAMbra · Acceptance of the Good Neighbor Agreement · JAMbra representation on the LTLC Board During the discussion it was pointed out that JAMbra values the LTLC and the role it serves. JAMbra is asking the LTLC and all businesses, and residents to be respectful of the neighborhood and each other.
